[Pkg-ia32-libs-maintainers] Bug#505632: ia32-libs: debian/rules should consistently use $(ROOT) and $(SUFFIX)

Hello,

in two places in the symlink creation, debian/rules hardcodes
/emul/ia32-linux/. To avoid a pointless piece of delta between Debian
and Ubuntu, it would be nice if you could apply this patch so that
$(ROOT) and $(SUFFIX) are used instead.
