Strange, without your libpath patch I still get this ``Global Setup'' in
scim-setup.  So basically I can't reproduce the bug you reported.  Would
you please provide a pointer about why such a ``libpath='' line is
necessary?  If there's good reason, I'll apply it no matter I can
reproduce the bug or not.
