I think you've made a mistake on debian/rules:

There is no "\" after --data-dir and --log-dir so they are not used.

Anyway, i've tried to pass these switchs to configure but the result
seems to be the same that previously; data dir and log dir are
in /usr/lib/inspircd. I suppose the problem in upstream
make/template/main.mk. I'll look later in the evening.
