Dear Maintainer,

Since upgrading to ngircd 23-1, it is no longer listening on the configured
IPv6 socket. I have configured ngircd to only listen on loopback sockets
(excerpt from ngircd.conf):

...
        Listen = ::1,127.0.0.1

# lsof -i -n -P | grep ngircd.*LISTEN
ngircd    6105         irc    3u  IPv4  15861      0t0  TCP *:6667 (LISTEN)


IPv6 used to work properly in version 22.1-2
