Thanks for the catch. Problem is, 23-1 also ships a system socket
activation module which overrides the ngircd.conf settings. Workaround
was to remove /lib/systemd/system/ngircd.socket or to do the listening
socket configuration there.

However I'm inclined to remove that socket module entirely since I
cannot see the huge advantage while it creates quite some confusion.
But I'm open for other opinions.
