[Pkg-isocodes-devel] iso-codes migration to testing

Christians call as to whether more translations are expected or needed,
but If we do another
upload for etch, it should be 1.0, following the other discussion with
the Gnome folks.

ie. change the version number to 1.0. Document in changelog that there
are no
functional differences between 0.5* and 1.0, just declaring the API stable.
