Actually, there is nothing much to gain having the current iso-codes
migrate to testing.

Given that D-I packages are now ready for D-I RC1, localechooser,
which would benefit from the transition of iso-codes, will not be
rebuilt anyway.

So, we can safely upload another version in unstable and reset the
counters to 0.

I actually don't expect much more translations coming for iso-codes,
from D-I translators at least (ie people who focus on ISO-3166
lists). The languages that are supported in D-I and which haven't a
complete list for ISO-3166 are very few, now.
