Thanks for your care reporting issues about these lists.

However,
http://www.iso.org/iso/iso_3166-2_newsletter_i-4_en.pdf mentions "A Coruña".

When it comes at ISO 3166-2, there is unfortunately no public copy of
the full standard text so our only source are these newsletter for
countries that had changes since 1998. For others, we're stuck in the
dark.

As Spain have changes listed in newsletter 4 and as this newsletter
relists all subdivisions, I'd prefer us to stick with what's listed
there....until someone comes with another reference.
