I think that the most interesting newsletter in this case is I-2[1],
that mentions the change from "La Coruña" to "A Coruña". They changed at
the same time some names from spanish to the other official language of
the concerned region ("Illes Balears", "Girona", "A Coruña", "Lleida",
"Ourense"). So "A Coruña" is the galician name of the province
(according to wikipedia at least), its official name according to
ISO and used in their official site[2].

I have to admit however that I had "corrected" this same "mistake" when
I reviewed 3166-2 before noticing it was not a mistake.
