[Pkg-isocodes-devel] Tagging "historical" entries in the PO files for ISO_3166 (and others?)

A discussion I had with a translator leads me to this idea:
We currently put no information in the PO files for entries that are
"historical" ones.
As a consequence, some translators may incorrectly report us "errors"
stating that 'foo' or 'bar' are no longer countries (we had this
recently with Sikkim from a contributor of India).
I suggest that we add a comment such as "Historic entry" in
translator's comments for those entries.
Anyone care to comment?
I'm not sure that I'm able to implement this in the Python fiels, though.
