[Pkg-isocodes-devel] Tagging "historical" entries in the PO files for ISO_3166 ( and?others? )

Well, they are part of the standard(s) so I don't really like the idea
of putting them aside.

There are not that many of these and they, by definition, never
change. So I'd recommend keeping them in the same file.
