If you update a translation directly (without a bug report in Debian
BTS), then don't mention it in Debian's changelog.

That is considered as an "upstream" change and it is anyway mentioned
in "upstream" ChangeLog file.

We keep the mention of closed Debian bugs in the Debian changelog for
obvious reasons: we need these bugs to be fixed by the upload. In the
future, if we converge for having people who maintain their
translations in Debian to commit *directly* in the package SVN, then
we shouldn't need to mention updates in Debian's changelog anymore.
