We have a rough track of what is kept up-to-date through the TP and
what is done either directly (through SVN access) or through the
Debian BTS.

Up to now, we had no real conflicts: either files are maintained by
some Debian i18n folks and no activity is noticed on the TP side
(example: Portuguese, Dzongkha, Nepali, etc.) or they're maintained in
the TP and we ask Debian translators to not touch them directly
(example: Dutch, Vietnamese, Esperanto....).

Vietnamese is an interesting case as Clytie Siddall updates ISO files
in the TP even though she's also involved in many direct work in
Debian. We had to settle this together in the past and we agreed that
she would work in the TP.

Most of this relies mostly on my own memory and knowledge of the
Debian i18n community, indeed....and, so far, it worked pretty well.
