[Pkg-isocodes-devel] Use isoquery to replace the ISO-3166 tab file

Please note that, after recent suggestion made by Tobias to use
isoquery in cases where one needs the tabular file we formerly
provided, Debian Installer switched to this for three of its
components that were using that tabular file previously
(localechooser, choose-mirror and tzsetup).

We indeed discovered that after realizing that tzsetup was FTBFS
because it was using the tabular file..:-). We had taken care of
localechooser and choose-mirror (by using an iso3166tab.py script,
originally) but forgot about tzsetup.

For consistency, Frans Pop changed the build system of these 3
packages to use isoquery.

So, Tobias, please don't change the way it works, now, without
discussing first with the D-I team..:-)
