I think that this would be a good start, yes.

Certainly, we would need to decide later on about the way to handle
updates to these translation sets. As you know (or maybe not know),
iso-codes is managed through the Translation Project and most of our
translations come through this way (mostly for historical reasons and
because there is a strong team of translators there). Some come by
various other ways (for instance, French is managed directly in our
SVN by me...because I'm not fond of the TP interface....and a few
other languages are managed the same way by some Debian l10n folks).

Languages that are not managed by the TP are tagged "external" by Li
Daobing who, in the team, acts as the interface with the TP (he
commits all files updated in the TP...and updates TP files when we
make changes).

So, if we add some new languages, we need to decide how they'll be
managed in the future so that Li Daobing can tag them accordingly in
the TP (note, however, that probably most, if not all, languages you
plan to add are currently not even defind in the TP...).

To iso-codes maintainers: I think you're probably aware of the
longstanding links we (Debian) have with Friedel and translate.org.za
people, noticeably because of the use of Pootle in
Debian. So, for this reason and also because I'm admirative of the
work done inside the African Network for Localisation network....I
really wish we manage to find the best solution to create that link
between iso-codes development and the work done at translate.org.za
