Initial Comment:
The values for ES-PM and ES-IB appear to be reversed.

ES-PM should be a "Province", but is marked as a "Autonomous community"
Similarly, ES-IB should be a "Autonomous community", but is marked as a "Province"

The names are correct for the subset type and interestingly the parent reference for the "Province" record is correct (prior to the fix referencing itself).

The attached patch should resolve the situation.

Also, I haven't seen my previous ticket ([#313307]) show up in git yet - is there some sort of sync delay to the anonymous server or something?
