Description of problem:
There are a typo that the numeric code contains "O(latin capital letter O)" but
not "0(zero)" for Inscriptional Parthian.

Actual results:

                alpha_4_code="Prti"
                numeric_code="13O"
                name="Inscriptional Parthian" />


Expected results:
        <iso_15924_entry
                alpha_4_code="Prti"
                numeric_code="130"
                name="Inscriptional Parthian" />
