Description of problem:
That says an empty element of iso_3166_country for Greenland. iso_3166_subset
for that is put under iso_3166_entries as a result, which is wrong structure
compared to the DTD.

Actual results:
<iso_3166_country code="GL" />

Expected results:
<iso_3166_country code="GL">
