But with the same argumentation we can not remove vms_shell.com, because
someone can install simh and run VMS.

The other argument is, the debconf dialog of jed do not provide this
character encodings, hence noone should use it.

Neither nor. IMO we gain a cleaner package without files they aren't
usable (look at dos437) and it should be much cleaner.
