Yes for 0.99.17.* (after some minor issues are solved). 

jed-extra will need some more work before it is worth releasing: get the
latest sources from CVS + the modes that are now separate "releases",
agree on a consistent subset of modes to include in jed-extra, think
about activation and configuration, test.
