New SVN Release

I am just realizing now: I thought that there would be a final 0.99-17
release and that is the reason I started using that funny version number
"0.99.16.pre.0.99.17.x".  From John's post in jed-users about the 0.99-18
release, I guess that there will be no final 0.99-17.  In this case, we
should change the number of the package to simply 0.99.17.111-1 before
releasing it.  What do you think?
