Licence problems

But we need this information for every file/project. We need something
like that:

Copyright for JoergsLatexMode:
       until 2003  Guido Gonzato <guido.gonzato at univr.it> (as Latex4Jed)
       2003-2006   J\"org Sommer <joerg at alea.gnuu.de>

Copyright for XY
       2000-2003  Mr. X
       2002       Mr. Y

...

As I understood the discussion in debian-devel right, in US a copyright
notice without a date is worthless. Wheter or not, the discussion in
debian-devel has shown, the FTP team take it serious. They require the
presence of the year information in a detailed form.
