I agree with you that, in principle, we should not manipulate the debconf
flags in this way (although it is not illegal to do it).  However, the
"seen" flag is set to false in our case because I need to insure that the
debconf question will be asked in the next release of the package.  Remember
that we have distributed a jed-common.config script which was broken.  It is
like restarting it from scratch and making sure that the users will see the
question this time.

Anyway, as I wrote in a previous post, I guess that the number of users who
will see this question will be minimal.
