Releasing jed_0.99.18-8

We should settle on the issue above soon.  I think that setting the flag to
false is not that dramatic and bring some benefits.  However I am not
religious about it.  We might also set it for etch and revert the change for
lenny.  I would like to now Günter's opinion about this.

Also, the fix-pymode-tab-space.dpatch should be stabilized soon.

The reason I am pushing this forward is because I wish to release 0.99.18-8
as soon as possible to unstable and ask in debian-release at l.d.o to hint
this version into etch.  The sooner we do it the better.
