UTF-8 and ispell

Setting Ispell_Program_Name to "aspell" works for me, but in order to have
spelling working correctly for language <lang>, I have to:

1. install the corresponding i<lang> ispell dictionary package, and
2. convert the /var/cache/dictionaries-common/jed-ispell-dicts.sl file into
   UTF-8

Is this also the case for you?  How do you make ispell_change_dictionary
work when using aspell?
