The bug fix should actually only be adding the missing section to the
info file, nothing else, and that should keep working fine with the
current packages in unstable.

The first one to get uploaded should be install-info. And dpkg w/ the
new install-info wrapper only once most of the info-browsers have been
uploaded or we'll make it painful with the Breaks. This is on the wiki
page already, but it might need clarification?

The missing info section can be fixed already, those are bugs that
have to be fixed regardless of this transition.

Dropping calls to install-info is something that we should probably
only ask maintainers to do once the new install-info and dpkg packages
are in testing. We should probably detangle those two steps in the wiki
timeline.
