You don't have to do this, all drivers are enabled by default in the Debian

The procedure should be (but I'm absolutly not sure that it will build/work):
- download the sources from Lirc
- download the Debian tree from Alioth.
- dpkg-buildpackage -b -rfakeroot
But in fact, I recommend you to use the _current_ version from Debian.

I don't think so, the driver seems to be lirc_sir instead.
