Just wanted to update this:

Receiving works as intended after performing more tests.

Tested the following with both lirc_serial and lirc_pvr150:
lirc0.8.3pre1 from ubuntu gutsy and ubuntu hardy package -- fail
lirc0.8.3pre1 from lirc source -- fail
lirc CVS latest -- success

In both cases the irblaster blinks, but is not giving valid data. Software
reports no errors.

All same configuration files, hardware, system setup, etc.
