[Pkg-lirc-maint] Add udev support

Hello:

I'd like to propose a packaging change that we have adopted in Ubuntu.  In
an attempt to make LIRC more friendly when USB devices get added or removed,
we've instituted a UDEV rule that will restart LIRC when a device gets
hotplugged.  See the attached patch for more information.
