Neither of us has ever been involved in Ubuntu's lirc packages[1],
other than the usual (indirect/ passive) package forking/ resyncing 
from Debian, Ubuntu periodically performs.

Looking at the maintainer script in question shows, that the hunk 
you're referring to is not present in Debian's lirc packaging[2], nor 
has ever been. Therefore I guess you'll have to take it up with 
Ubuntu's lirc maintainers[3], through whatever contact methods are 
preferred by launchpad.
