It's not, not at all.

Debian:
http://svn.debian.org/viewsvn/pkg-lirc/lirc/trunk/debian/lirc.postinst?revision=443&view=markup
Ubuntu:
http://bazaar.launchpad.net/~mythbuntu-dev/lirc/ubuntu/annotate/head:/debian/lirc.postinst
or as launchpad seems to be down right now, look at your locally
installed /var/lib/dpkg/info/lirc.postinst
There are no similarities at all, nothing in Debian's postinst even
looks at /dev/input/. So obviously Debian's lirc packages can't be
affected by your issue, because they don't contain the potentially
faulty lines (and never did in any previous version in Debian).
Whatever you want to accomplish in Ubuntu, we are not the ones to talk
to. Please take it up with the Ubuntu maintainers, there is (almost) no
cooperation between Debian- and Ubuntu lirc maintainers and the
packaging differs significantly.

please don't top-post
A: Because it messes up the order in which people normally read text.
Q: Why is top-posting such a bad thing?
