I would recommend maintaining the manual pages as nroff documents.
Are you aware of the manedit program?  I use it all the time to
maintain manual pages, as I am almost completely clueless about nroff
notation.

I would like to avoid it.  If you really want to maintain the master
document as something else than the manpage format, I suggest adding
rules to the Makefile to generate the nroff document on requests, and
store the the generated file in bzr.
