well, if you want to make it respect the LOCALDEV setting in lts.conf
that dependency is needed since thats the package providing the tool to
read that file ...

also note that this dependency exists in ubuntu since the package is
included, to avoid people from installing it in normal systems.

so we probably need to find a special solution like an ltsdpfsd-tcos
package that works around this. (patches happily accepted :) )
