Sure, leaving the task to debootstrap is _one_ approach.

What I propose is to implement this in LTSP.  When debootstrap then some 
day implements it too, the code here can be dropped.


Looking at bug #355801 there's a concern about some --foreign option.  
LTSP has only a limited set of options, and only a limited use cases, so 
risk is much smaller for causing problems here than in debootstrap, I 
believe.
