Please see the comment in 4f8a5d1dff1dc4590f83395a31c3eb997a4cca57. It
was added to make sure we discover slow devices in the initramfs. It
might make sense to either use this rule as part of the initramfs only
or to check if multipathd is running before running /sbin/multipath
within in the rule.
