The problem is that LyX doesn't support UTF-8, and the locale you are
running is an UTF-8 locale. A workaround is to generate the
de_DE.ISO-8859-1 locale using "dpkg-reconfigure locales" (you don't
have to set it as default).

Obviously LyX needs to get UTF-8 support upstream at some point...
