[Pkg-lyx-devel] NEWS file editing for #452888

Hi Per, hi *,
I just had a discussion with some DDs in the #debian.de channel about
the right way to fix the recently reported NEWS bug.

First of all there are opinions that the utf-8 hint is nothing for the
NEWS file and should only be noted in the changelog because it's nothing
that requires further action from the user.

The repackaging thing could be in the NEWS file and aba (Andreas Barth)
suggested to add it in the past while others think that it's ok to
add a new entry for it.

So I mostly agree on the utf-8 thing but in the case of lyx it has been
a long awaited feature so I personally think that it's not too far of to
note it in the NEWS file aswell.
If you follow the POV that NEWS should only provide information for things
that need manual care both items are unsuitable.

Regarding the addition for the frontend changes I would like to commit
something like this if you agree on the let's edit the past part.
