Is that a requirement for the NEWS file? Developer's Reference simply says:
"This is the preferred means to let the user know about significant changes in a
package."

I think we should add it in the past, for the version it first applied to (which
you have done).

I think it should stay in the NEWS file. It's unlikely it will annoy users, IMHO.
