So I found atleast 1 RC bug in libmad:
It no longer installed the /usr/lib/libmad.so and /usr/lib/libmad.la
files.

Also, the -dev packages had a dependency on pkg-config which was
removed, I added those back.  I'm not sure if this is required,
but alot of -dev packages seem to be doing it.  It's probably
packages wanting to use it that should build-depend on it
instead.

It's good like it is for me now.
