Oops, that would have been a problem!

Are .la files supposed to be installed? I was under the
impression that they shouldn't be.  I'll go ahead and upload
with it installed for now anyway.

I removed this dependacy.  The pc file is there if you want
to use it..  but you don't need pkg-config installed to use
the dev packege.  Perhaps it should be a Suggests:?

On the subject of the pc files,  I was the one who origially
suggeted that debian add them since they aren't included=20
upstream.  However, I not think this was a bad idea since,
authors of configure.in scripts can't rely on thier presence
except in debian.  This renders them somewhat useless and
perhaps even problematic, unless we get them included instream.

However, i'm not suggesting we remove them at this point.
That might cause even more confision.
