About madwifi-modules-* dependency on madwifi-tool

Please note that the following is not a request for changing anything in
the madwifi-source package nor criticism. However I would be glad to
hear the maintainers point of view on it, just for better understanding.
Since r1407, the sta mode VAP is created by default. I might be wrong
but I guess it has been chosen as the default mode because it is a
basic usage (sta mode) and it does not require wlanconfig handlings.
And it seems that for such a basic usage, the madwifi-tools package can
be useful but not really and absolutely necessary (no more necessary
than the wireless-tools that is also useful).
For more advance usages (ap mode, multiple VAP, hadhoc mode, debugging,
statistics...), the madwifi-tools package is of course necessary.
Then for basic usage, madwifi-modules-* could work without madwifi-tools
which is only required to access full functionalities of the modules. I
had in mind that the "recommends" relation was specific for such cases
and I would have expected seeing madwifi-tools package as recommended
(as for the wireless-tools package) in control.modules.in.
Where am I wrong here (apart from the statement I make of basic versus
advance usage when noticing that sta mode VAP is created by default)?
