Looks like the Pg dev has replied.  I am curious why the change that was
supposed to be merged in 1.19 <https://gerrit.wikimedia.org/r/#/c/3365/>
didn't fix the problem.

FWIW, I found that bug by searching for your error message.  Bugzilla's
search didn't find it, but when I used Google, several mail archives of
wikibugs pointed to it.  Oh, and now that robots.txt allows crawlers,
they pointed directly to the report.
