Bug#649343: Should packaged extensions be disabled by default?

An upstream change in 8.0 was:

* Add-ons installed by third party programs are now disabled by default

This probably makes sense on Windows where it is necessary to defend
against crapware, but it seems strange to me that this would apply to
packaged extensions on Debian.  Maybe it's reasonable for multi-user
systems but it's strange behaviour on a single-user system.
