searchplugins aren't in langpacks, but they ordered in langpacks.

For example russian browser-region/region.properties contains:

browser.search.order.1 = Google
browser.search.order.2 = Яндекс
...


but original browser-region/region.properties contains:

browser.search.order.1 = Яндекс
browser.search.order.2 = Google
...
