iceweasel 17 and per-domain cookie rules

hmm. actually, i now think this is happening at every browser session
(iceweasel forgets the stored preferences).

In particular, i have the following in my profile's prefs.js:

user_pref("network.cookie.cookieBehavior", 2);

and i have an exception set for www.debian-administration.org (a record
in the moz_hosts table in permissions.sqlite, where host =
"www.debian-administration.org", type = "cookie", permission = 1.

But when i restart my browser, and visit
http://debian-administration.org/, right click the page and choose "view
page info", and click on "Permissions", i can see that "Cookies" shows
"Use Default" as checked (and in the radio buttons, "Block" is selected.

I haven't been able to replicate this yet with a minimal profile,
unfortunately.  any thoughts or suggestions about what might have
changed here?
