Icedove 3.1 replaced by 10.0.12-1~bpo60+1, l10n missing

Would there have been a way (from a maintainer's point of view) to block 
the update on machines that had one of the l10n packages installed?  It 
was a bit confusing as some of my machines were set to 
auto-update/auto-upgrade and thus went from 3.1 to 10.0 and with that 
they removed their l10n packages.  After all, the line in the 
sources.list was the one that was supposed to stick on the 3.1 release, 
and the web page still said so, too.
