This file still exists.

This file has never been part of iceweasel. So either you placed it here
and you don't remember, or some other package did.

Seems like this should be handled by dpkg itself in a better way, or
debhelper, because iceweasel is merely using dpkg-maintscript-helper
through dh_installdeb.
