I have not heart of your government project before, but I like that you try to 
position a device with an open system. The downside of the N900 though is that 
a lot of drivers are closed source and which makes it of limited use for an 
open source system like Debian.

I am wondering if you are aware of GTA04: 
http://projects.goldelico.com/p/gta04-main/

The final product is not yet ready, but they have early adopter hardware. As an 
additional benefit it comes with "open" hardware, i.e. it should be easier to 
build customized systems for your need.
