Looking closer at the version in sarge:
- the ntp-simple postinst _stops_ the daemon on configure.
- the ntp-server prerm does try to stop the daemon, but in case
  ntp-simple is removed first there is no /usr/sbin/ntpd
  anymore, and the init.d script doesn't do a thing.

I've committed something that always calls stop in the postinst
of ntp on configure.

Not sure what to do with the purge problem yet though.
