[pkg-ntp-maintainers] Bug#428116: ntpdate: warn that package will go away

$ apt-cache show ntpdate
and not on
/usr/share/man/man8/ntpdate.8.gz
/usr/share/man/man8/ntpdate-debian.8.gz
but only on
/usr/share/doc/ntp-doc/html/ntpdate.html
do we learn
  Disclaimer: The functionality of this program is now available in the ntpd
  program. See the -q command line option in the ntpd - Network Time Protocol
  (NTP) daemon page. After a suitable period of mourning, the ntpdate program is
  to be retired from this distribution

Therefore, the warning that we are installing and using a package that
will be discontinued should be prominent right from the start on the
Description, and in all the readmes, etc.!

Indeed, perhaps even retire it early from debian.
